hotairballoonist reacted to PatC in Are we SAFE?
After reviewing both the proposal from NTSB regarding an LOA for balloon ride operators, the letter or response from BFA and the safety record of the ride balloon industry, it is understandable that the NTSB has seen a need for some type of action to try to improve safety. Unfortunately, I  believe that the requirement to have an LOA will not have the desired effect. An LOA is regulatory in nature and gives the FAA the ability to database and then to oversee ride operators in the community. The reality is that the problem of accidents in the ride community will not change because of and LOA. More regulation does not equal better safety in any corner of the aviation industry. The answer is to correct the human factors issues that our community has with compliance with the simplest of rules pertaining to safety.

Because we are one of the segments of aviation that does not always use a long concrete surface to takeoff and land on, we become even more susceptible to the terrain and environment we use on every flight.  I have been teaching human factors to balloonists at safety seminars for over 20 years and have, as a part of that program, done evaluations of the conditions surrounding ballooning accidents. I can tell you that we have some issues in that department. Most, but not all, accidents result from poor decision making, or lack of skills. Some are just unfortunate. As an example, a broken ankle after a flight during which the pilot did everything exactly right.

I have been attempting to be a part of the solution over the last 20 plus years, by making myself available to clubs around the U.S., to teach my program. I have only scratched the surface in trying to get to everyone that could use it.

This is not a sales pitch. In real life, I am an aviation safety expert and part of my job is to evaluate the human factors as they relate to accidents. Balloons are not alone in this regard, but they do operate in a different environment than airplanes. Helicopters are similar to balloons in the regard that they operate off airport.

Our challenge in the ballooning industry is to make responsible decisions when we fly and to keep our skills sharp. That would solve some of the problems we have immediately. It takes some type of discipline to make responsible decision, either before the flight or during the flight. Recognizing potential risk is an art form and should be recognized as part of the answer to improving ballooning safety. An MOU is not.

Really nice Firefly Envelope, 2000 Firefly 8B-15 polyester envelope, 124 hours total time.  In annual with one turning vent.  Being flown regularly times will change no need to change logo.  I am going to a larger envelope is the reason for selling.  Annual 10/25/19, this balloon is poly and apparently the best fabric that Firefly used. $6500.00   contact at: airseacapt@gmail.com
