  7. The Illinois/Indiana Continuing Education Seminar is scheduled to be held on Saturday, March 29, 2014 at the Bremer Center at Danville Area Community College, 2000 E. Main Street, in Danville Illinois. This is a joint venture between the Montgolfier Society of Indiana and the Balloon Association of Greater Illinois. Speakers will include Ryan Carlton, Andy Baird, Bill Clemons, Gordon Schwontkowsi, Dean Carlton, Tony Sandlin, and more. Registration will begin at 7:00am Central time. Classes will run until 5:00pm.   8. CANCELED We have had a few calls this past week in reference to the Safety Seminar that we scheduled for March 8th. Due to the fact that only 6 people registered for the seminar by Febuary 15th just few weeks before it was scheduled, I cancelled the seminar due to lack of response. This was the first time I have had to do this in the 20 years that we have sponsored these here in Albuquerque. I am sorry, but it did not make since to have it with more instructors than students. Due to the calls that we have had the past week I would be willing to reschedule the seminar if I get a reasonable amount of people who want to have one. I am sure that the instructors will still be available if the interest is there. Please let me know if you are interested and I will see if I can reschedule in a few weeks.     2014 Carolinas Balloon Association Safety Seminar and LTA Pilot Ground School You are invited to attend the 24th annual Carolinas Balloon Association Safety Seminar and LTA Pilot Ground School to be held in Statesville, NC. The dates for this event are February 22nd - February 23rd, 2014. In accordance with the BFA’s Continuing Education Safety Seminar Guidelines, the committee is presenting a one day agenda presented by a professional group of expert and knowledgeable speakers. Presenters will include Sam Parks on ‘Accident Investigation and Analysis’, Bert Padelt discussing ‘Repair and Maintenance’, Roger Clark will give us insights on ‘Weather' and 'FAR's, Randy Lee will do a presentation on ‘Aeronautical Decision Making’, Buddy Carter will present a session on ‘Ground and Crew Safety’. Additional segments will be announced shortly. Please check the CBA website, http://www.carolinasballoonassociation.com We will also be featuring Roger Clark's LTA Pilot Ground School covering both private and commercial ground school topics. Test books, plotters, sectionals, weather books and a CD of FAA documents will be provided to accompany the class. The ground schoool cost is $150.00 The Safety Seminar Committee is pleased to announce that Mitchell Community College in Statesville, NC has graciously provided their facilities to host the safety seminar and ground school. Hotel accomodations for the seminar and ground school attendees will be provided by the Comfort Suites in Statesville, NC. The hotel is located within a short 10 minute drive to the college. Attendees will receive a reduced room rate of $75. You can make your reservation by calling (704) 873-2044.     On February 13, 2007, the Federal Aviation Administration published a final rule that “sets safety and oversight rules for a variety of sightseeing and commercial air tour flights. The rule responds to National Transportation Safety Board (NTSB) recommendations, Government Accountability Office (GA) reports, and the Department of Transportation Inspector General Reports that recommend better oversight of the sightseeing and commercial air tour industry.” That rule reads as follows:

  23. §61.35 Knowledge test: Prerequisites and passing grades. (a) An applicant for a knowledge test must have: (1) Received an endorsement, if required by this part, from an authorized instructor certifying that the applicant accomplished the appropriate ground-training or a home-study course required by this part for the certificate or rating sought and is prepared for the knowledge test; So something like this is fine: “I certify that -- John Michael Smith -- has accomplished the appropriate ground training required by 14 CFR Section 61.105((1-13), [or 61.125 ( (1-16) for the commercial written test] as applicable, and is prepared for the “Private Pilot Balloon Hot Air” [or “Commercial Pilot Balloon Hot Air”] knowledge test.” Signed_______________________ Printed name___________________________ Commercial Pilot Certificate No.__________________ Not to confuse things, but that endorsement is not required to be in a logbook, (it just says “received an endorsement,” so a letter is allowable….or it can be tattooed onto his forehead!) though the logbook is the best place to put it because eventually, when the applicant takes the practical test, then a “logbook endorsement” covering the knowledge training is required [see 61.103(d)(1) and 61.123©(1)]. To accompany that endorsement, there must be evidence, in the log book (or some other recording document) that shows training in those areas was accomplished. 61.105 & 61.125 both require the applicant to “receive and log” ground training (or complete a home-study course, instead).
